The Freedom of Information Act requests relating to the Planning Commission's lack of action on the Countywide Transportation Plan (CTP) are starting to bear fruit.
A scheduled meeting on June 25 had to be cancelled for lack of a quorum. An e-mail from Dulles Commissioner Chaloux time-stamped 5:59 a.m. on that date reads "I don't think I am going to go to the PC CTP work session tonight. No quorum tonight probably means no CTP PC public hearing in July."
It was followed at 6:29 a.m. by an e-mail to the Chair of the Commission and senior Planning staff by the following: "I will not be attending the PC CTP work session this evening." What events preceded this succinct preemptive statement?
The short story seems to be that a motion by Ms. Chaloux the previous meeting to postpone adoption was sent to the County Attorney's office for review, instead of being adopted outright. It appears that when that delay failed, the only option was to postpone, as the pre-dawn e-mail makes clear.
Of particular interest to me as a Dulles south school parent is the correlation of road alterations with school sites, and an apparent desire to move the Tri-County Parkway to Alignment F through South Riding, by promoting school sites that adjoin that alignment, thereby making the County begin construction of the road through school construction.
The Lambert property continues to figure in this discussion.
Attendance at Commission meetings may become more of an issue moving forward as documents now show absence record of 43% of all meetings for the Sugarland Run Commissioner, and a 35% absence rate for the Potomac Commissioner.
I would say this definitely deserves a much closer look by the Board on July 21—perhaps beginning with attendance, and culminating with the rest of the Commission's duties, with a stop at disclosure along the way.
