My agenda as a legislator is unswervingly focused on the issues that matter most to my constituents,
such as transportation, education and health care, not on narrow divisive issues. If reelected, my
constituents can be assured I will continue to do all I can to afford our children the very same
opportunities for success we had when we were their age – and our seniors, the very same care and
respect in their later years we would like to be given when we reach their age.

The process for managing growth and transportation in Virginia is broken.
A perfect example is the recent decision by the State Corporation Commission to
approve excessive rate hikes for the Dulles Greenway. Those who bought homes in
Loudoun County over the past few years came here with expectations about both the
cost and the duration of their commutes. Both continue to rise dramatically with
no end in sight. Raising the tolls will only further congest our already congested
roads and will not add one cent to the funding for more transportation infrastructure.
I have a plan for stopping the perpetual rate hikes on the Greenway, and if elected
I will make this a top priority. Let's get growth and transportation right in Virginia.
Vote for Lynn Chapman for Delegate on November 6th.

It's been an honor to serve Leesburg as Vice Mayor and Councilman. I grew up in a poor neighborhood with a
single mom and nine brothers and sisters. We couldn't pay for college, so I joined the military,
served my country, and earned my education the hard way. It's been a great journey through all that to my
public service today. I look forward to serving you in the House of Delegates. I'll repeal the $3,000
speeding tickets, which are a back-door tax only on Virginia drivers. And I'll work to ease traffic by
controlling growth.
