Illegal immigration is taking a greater and greater toll on Loudoun and , notably, Sterling Park.
While lax federal and state enforcement allows
the problem to develop, local government is also at fault when it rewards law-breakers with access to government
contracts, favorable zonings, lax enforcement of zoning laws, and free non-essential taxpayer-funded services.
Together with five other supervisors, I introduced and co-sponsored a resolution opposing illegal immigration
on Tuesday, July 17, 2007 at the regular meeting of the board of supervisors. Nine supervisors voted for the
resolution after a debate.
This support of a resolution condemning illegal immigration asked the county to adopt a policy similar to the
resolution passed by Prince William County's board of supervisors. As a result of that, 9 supervisors have voted at
several meetings to implement a host of policies, tougher ordinances and pro-active enforcement.
For 4 years I have worked on proposing the overcrowding ordinace, obtaining permission from Richmond, and holding
hearings and passing it and setting a standard of enforcement. Last year I worked hard to obtain unanimous board
support for opposing the Herndon Day Labor site and this was done in executive session or through the Zoning Enforcement
Administrator and the board of zoning appeal. I also worked with others to elect the Mayor of Herndon with a less
confrontational candidate, the current incumbent and a new council. I called for the closing of the Day Labor Site
and hail its closing.
I announced an effort for Loudoun to sign up with The Immigration and Customs Enforcement (ICE) program under
Section 287(g) in August of 2006, last year, in a letter to the Sheriff and held hearings on this proposal at the
Finance Committee level and at the board level. This program deports criminals who are illegal aliens.
I have reminded the sheriff of the boards interest in this program. The sheriff has not released a copy of the
document which he has signed and submitted to The Immigration and Customs Enforcement (ICE).
So I have worked for years on the quality of life of every person in Sterling and to reduce the problem of illegal aliens.
I have proposed dozens of new legal issues and solutions for Loudoun to adopt and each of the new issues or policies
adopted will take years for Loudoun to implement.
I proposed and the Board will have a public hearing in November on increasing the fine from $2000 to $2500 for
residential overcrowding.
Asking county contractors to verify that they hire employees who reside legally in the United States is another
process that will involve changing contract bids and bidding procedures and hiring a new inspector general to make
sure contract violations are kept to a minimum. These measures, like the overcrowding ordinance will take a short time,
just months, to fine tune and implement.
My opponent opposes these measures and other proposals to control illegal immigration and Loudoun will go to ignoring
illegal immigration and ignoring residential overcrowding if my opponent is elected.

As a resident of Sterling Park since 1973, I understand the value of our older neighborhoods.
These communities must be nurtured so that they remain safe desirable places to live and raise families and
that their county services and facilities are on par with the facilities in the newer communities.
Loudoun County must maintain a quality school system that is able to attract and retain the best teachers
and attract businesses that will offer career path job opportunities. We must control overdevelopment.
Future growth in the county should be balanced to achieve a desireable blend of business growth and
manageable residential growth. This will slow the stresses that over-development has placed on County s
ervices, schools and roads. In this way our spiraling taxes can be steadied. I will sign the ethics pledge,
and as supervisor, will operate with bipartisan civility, honesty, and respect for the citizens of Loudoun County.

Continuing to improve our schools is most critical—the education of all children and the quality of our building. In eight years, we’ve invested $64.5 million to renovate Sterling Park schools and build a new elementary school, however, some needs remain unmet. We have substantially reduced classroom sizes, student test scores have increased, and their learning has produced schools that are fully accredited. It has been an honor to serve on the School Board since 2000 and I remain dedicated to school improvement because I believe that all Sterling Park students deserve a quality learning environment.
