The local problems Loudoun County will face in the next few years in reference to public safety are gangs,
various immigration issues and illegal narcotics. I am the only candidate who has actual work experience with,
gang enforcement, undercover narcotics and working with immigration. The Loudoun Chapter of the Southern States
Police Benevolent Association, with over 200 Loudoun County Deputies as members endorses me.
This is coming from a group of individuals who know exactly what is needed and over the current Sheriff and
the republican candidate who have worked there.

I will work to:
- Eliminate the Loudoun County Treasurer position. No politically elected treasurer is needed as neighboring jurisdictions demonstrate. Eliminating this position saves nearly 3/4 of a million dollars every four years.
- Increase proportion of business to residential land use. Agriculture is the most cash-positive County land use, followed by businesses; with residential use generally a huge cash-negative. The proportion of business to residential land uses must be increased while preservation of rural agriculture is encouraged.
- Cut costs by including pollution control and energy conservation in strategic planning. Corporate America no longer leaves energy efficiency out of long-term business plans and neither can Loudoun. As Treasurer, I will champion creating Loudoun’s “Eco-Advantage.”
- Eliminate the republican culture of conflict of interest. It is not an issue of the minimum performance to be “legal;” it is an ethical issue of being responsible to the public interest.

Over the past 4 years, my approach has been to work with regional agencies to bring about safer communities through effective and aggressive prosecution, deterrence and seeking justice for victims of crime. I have created dedicated prosecutor positions that concentrate on gang activity, domestic violence and crimes against children. My office regularly offers training to law enforcement officers in Loudoun County to help ensure their effectiveness. My past efforts prosecuting in Fairfax County and my current approach in Loudoun County has been effective because of solid relationships with law enforcement. Regional organizations such as the Fraternal Order of Police (Dulles-Loudoun), the Police Benevolent Association (Loudoun Chapter) and the Metropolitan Washington Airport Police Association have recognized this and are endorsing my candidacy once again. My vision is for Loudoun County to be a model for safe neighborhoods, schools and communities. Our families and children deserve nothing short of such a goal. Every parent should feel confident that their children are secure where they live and learn, without the influences of gangs, drugs or family violence.

Jim Plowman, the current Commonwealth Attorney, helped a political crony, Jill Vogel, win a primary
State Senate campaign by prosecuting her opponent, Mark Tate. As a former federal prosecutor, I have
the experience to restore the public's trust in the office of Commonwealth Attorney, and to make it the best
public law office in the Commonwealth. I decided to run after a judge dismissed the questionable criminal charges
that the incumbent brought against Mark Tate. I am furious that Jim is wasting taxpayer dollars on his political
agenda in favor of Jill Vogel instead of devoting himself to fighting real crime in Loudoun County. Like
many others, I was mad when I read that Jim allegedly "leaked" grand jury information to a local reporter.
But the court's dismissal of those charges left little doubt that Jim had compromised the public trust.
Jim has since lost his voice to explain himself. In response to demands that Jim Plowman
explain what he did and why he did it, he has refused to explain himself. He insists on his right to remain
silent. That's not public service. That's a public disservice. Because Jim is on the ballot unopposed, I am
running as a write in candidate. Anybody who wants leadership for a change and wants to elect John
Flannery, has to write in my name. I'm confident that we can set this wrong right. That's why I am asking the
voters of Loudoun County to vote for me by checking the box for a write-in candidate and writing in my name.
